An expert in emergency and disaster response planning and management, multi-agency/multi-disciplinary operational response and risk communication and dealing with R&D in this field while doing emergency management consulting. Shenhar is also the program academic director & teaching at Department of Emergency and Disaster Management the Tel Aviv University at the executive master program for emergency & disaster management since the establishment of the program in 2006. He has published several academic article in his field. He is also a research associate at the Institute for counter terrorism (ICT) in Herzliah. Shenhar is also teaching at the Haifa & Bar-Ilan Universities. He served as senior advisor to the Commander of the IDF Home Front Command (HFC) during Operation Iraqi Freedom. During the 2006 Second Lebanon War, Shenhar assisted the HFC with planning and executing risk communication for the civil population. During the 2009 Gaza War and during the operations: "Cast Lead", "Pillow of Defense”, "Protective Edge” & “Black Belt”, Shenhar served as a senior spokesperson for the HFC. Shenhar has been a part of several delegations to disasters area with the IDF (include to Haiti in 2010 & to Nepal in 2015, & to Mexico in 2017) and as a part of UNDAC. Since 2007 Shenhar is also an UN expert in UNDAC.
