Raphael Herbst

International Relations Department Director, MDA

Raphael Herbst, is a senior paramedic and instructor at Magen David Adom. For 25 years, he treated patients out of MDA’s Jerusalem Region and now works out of the organization’s headquarters in Tel Aviv. Herbst began his career with MDA as a 15-year-old youth volunteer. Since then, he has become an integral part of MDA’s world-class training program, instructing and mentoring incoming first-responders and serving as team leader for MDA’s Mobile Intensive Care Units ambulances. Over the course of his career, Herbst has responded to many high-profile emergencies and terror attacks. In addition to his work in the field as a paramedic, Herbst works in MDA’s International Relations Department. As an IDF soldier, he was a lieutenant colonel in the Home Front Command as a district population officer. Herbst is also an active volunteer member of the emergency and security committee for the local community leadership of Har Homa in Jerusalem.

Einav was a COO of an organization, which promote development in Africa, a CEO of NGO dealing with International Humanitarian Action, and is a founding member of SID-ISRAEL (Society of International Development) and a member of its first board. Currently, Einav is a director at NALA Foundation Board. He led Humanitarian and social missions in countries such as Jordan, Haiti, Serbia, Zambia, Greece and Uganda.

Dr. Carmit Padan

Senior Research Fellow

Dr. Carmit Padan is a Senior Research Fellow at Samuel Neaman Institute for National Policy Research at Technion and a Research Fellow at the Institute for National Security Studies at Tel-Aviv University. Dr. Padan's main areas of research are national resilience, social-military relations, and military leadership. Dr. Padan's work on these subjects has been published in journals and edited volumes and has been presented in international academic conferences. Dr. Padan is a member in the board of directors of the Israeli Association for civil-military relations.

Dr. Moran Bodas

Director of the National Center for Trauma and Emergency Medicine Reasearch

Moran Bodas is a researcher at the Department of Disaster Medicine & Injury Prevention (School of Public Health, Tel-Aviv University). His research focuses on the socio-psychological aspects of disaster management, public resilience, preparedness and public health. His PhD dissertation explored the mechanisms of public preparedness to armed conflicts in Israel and means to promote preparedness behavior. He performed his post-doctoral fellowship at CRIMEDIM (University of East Piedmont, Italy), and is involved in several research projects in the field of disaster medicine, humanitarian aid, and emergency management. Previously, he served as a CBRN defense officer at the Israeli Ministry of Defense and as the CTO of PrevenTech ltd, a private company specialized in CBRN Defense.

Dr. Carmit Rapaport

Director of the Institute for Regulation of Disaster and Emergency, University of Haifa

Carmit Rapaport is the Director of the Institute for Regulation of Emergency and Disaster at the College of Law and Business in Israel. Dr. Rapaport is also the Academic Coordinator of the MA programs in Disaster Management and Fire Studies at the Department of Geography and Environmental Studies at the University of Haifa (senior academic staff). Carmit Rapaport received her Ph.D. from the Technion-Israel Institute of Technology in 2011. Dr. Rapaport fields of interests are population behavior during emergencies and disasters, crisis leadership, adaptive behavior and business continuity. She has received research grants from the Ministry of Science and Technology, Ministry of Tourism, and Ministry of Defense among others. She participated as a senior researcher in the EU FP7 BEMOSA project.

Dr. Bruria Adini

head of the Department of Emergency Management and Disaster Medicine in the School of Public Health, Sackler Faculty of Medicine in the Tel Aviv University.

Dr. Adini is the head of the Department of Emergency Management and Disaster Medicine in the School of Public Health, Sackler Faculty of Medicine in the Tel Aviv University. Dr. Adini has a PhD in management of health systems. She is involved in both field and academic activities, facilitating research of challenges identified in preparing for and managing varied emergency situations and implementing the findings to promote effective management of emergencies and disasters. She is involved in planning and implementation processes aimed at ensuring effective response to different hazards that pose a risk, including in studying, teaching, and validating policies.

Anva Ratzon

Disaster Risk Reduction (DRR) Expert

Anva Ratzon is a social worker specializing in Community & Organizational Development and Disaster Risk Reduction (DRR). Anva works as a freelance consultant focusing on social protection issues for the government, NGO, and private sectors. Since 2012, Anva has led the protection sector in emergency response and international development programs in Israel and around the world, including in Nepal, India, the Philippines, Mozambique, the Bahamas, the US, and more. She is active in various international working groups such as the Global Alliance for Disaster Risk Reduction & Resilience in the Education Sector (GADRRRES) and the Inter-Agency Standing Committee (IASC). Anva regularly presents at global conferences, most recently for the World Health Organization. Anva was the Central Regional Manager for the Israeli Trauma Coalition, working in municipality and professional emergency preparedness, specifically on DRR, the mental health and psych- social aspects and working with IsraAID, Israel’s leading humanitarian aid agency. Anva holds a B.A. in social work, and 2 M.A. degrees – one in Emergency and Disaster Management in Public Health, and one in Organizational and Community Development. She is a yoga instructor and has a diploma in Focusing Therapy with a specialization in trauma. Anva is a reserve officer for the Home Front Command in the Israeli Army, where she has served as a Population Behavior Officer for the last decade.

Linor Attias

Emergency Officer, Ministry of Justice

Linor Attias is an emergency management specialist in civil society, with over a decade of experience in managing security emergencies crises, leading philanthropic initiatives, leadership, and managerial challenges. Linor holds a master's degree from the Hebrew University in managing non-profit organizations and advanced courses in leadership and civil emergency. Linor is currently an emergency officer in the Ministry of Justice, and a volunteer director-general of the Senior Citizens' Council and works to promote underprivileged populations in Israel. In the past, she managed national feeding programs, resource mobilization operations during times of crisis in the country, and programs to eradicate poverty in Israel, initiated programs for the promotion and empowerment of minorities in Israel and even promoted legislation on various issues.

Dr. Maurit Beeri

Director General Alyn Hospital

Dr. Maurit Beeri is the Director General of ALYN Hospital Pediatric and Adolescent Rehabilitation Center in Jerusalem. Previous to her current position she served as Vice Hospital Director and Head of the Medical Day Care Rehabilitation Department at ALYN. She also heads the Multidisciplinary Clinic for Infants and Children with Feeding Disorders. Dr. Beeri graduated from medical school and is a Board- Certified pediatrician, having trained at Hebrew University Hadassah Medical Center in Jerusalem. She is involved in promoting the concept of Cultural Competency in Health, establishing ALYN Jerusalem as the first culturally competent hospital in Israel. She is also involved in various health and social initiatives to promote the care rights of children with special needs, including the Early Intervention Coalition, which represents over 60 organizations and associations for children with special needs . She holds a Master's Degree in Public Administration from the John F. Kennedy School of Government at Harvard University as a Wexner Israel Fellow . Maurit is also a board member pf the Haverut NGO for Spiritual care in Health through the arts, and a member of the Board of Overseers of the HUC and a Board Director at the Mevaseret Ziyon Congregation Reform Synagogue (Kamatz).
